How do you get people to do things that are good for them and the organization they work? What's the best way to get people add the meta data when they upload a document to your portal? Should you make it mandatory or should you reward the person who does a good job at it? This is not really an EA question, but it goes to the heart of what makes an EA practice effective. If the carrot is big enough you don't need the stick at all, think about the X prize competitions. They offer a large carrot for whichever group does a certain task first, for example the Lunar X competition will give $30m to the first team that puts a robot on the moon. Think about it, if Lunar X picked a specific team and asked them to do it, chances are 30m would evaporate in a heartbeat. Nasa's budget is $17.7 Billion. 30m is a proverbial drop in the ocean. By allowing multiple teams to work on the project there is a better chance that someone will succeed. The risk of complete failure is mitigated by having multiple teams build and launch their design.
How does this apply to EA governance? Well one possible method would be to keep things free form, don't limit what people can do with the EA artifacts, you should have some kind of quality check, but that shouldn't restrict access or prevent sharing of information.
